ARRA and Roads&Bridges Magazine Recognize 2025 Recycling Award Winners

GLEN ELLYN, IL, March 21, 2025 – During the 49th Annual Meeting of the Asphalt Recycling & Reclaiming Association held March 4-7, 2025, in Rancho Mirage, CA, the recipients of the ARRA/Roads&Bridges Recycling Awards were recognized.

Two awardees were named as ARRA / Roads & Bridges Recycling Award winners this year, and two honorees were present to be recognized during this year's Annual Meeting.

ARRA /Roads & Bridges Hot In-Place Recycling Award was presented to the City of Colorado Springs for their Heater Repaving project completed in 2024. This project utilized the existing 2C Program funding and saw nearly 80,000 square yards of full-width milling and Hot In-Place Recycling, as well as over 6,700 tons of new HMA pavement placed on two separate arterials in the city. Cutler Repaving teamed up with Kiewit Infrastructure, Continental Milling, SafeGuard Traffic Control, and RoadSafe Traffic Systems to deliver this key project for the Public Works Operations & Maintenance Division. It was a well-publicized example of the kind of Capital Improvement Program project completed under the 2C Program, which voters will again be asked to support in 2024 for an additional ten years.

This project demonstrated the power of the 2C Program, showing the public how their tax dollars are being used effectively. CAPA played an instrumental role in helping to campaign for the program’s passage, with donations from local CAPA members like Kiewit Infrastructure, Martin-Marietta Materials, and Schmidt Construction.

The ARRA/Roads & Bridges Award for Cold Recycling went to the rehabilitation project on CKL Road 49, a major 2-lane arterial road that provides access to Bobcaygeon, Ontario. This 17.9-kilometer project involved 13 culvert replacements and Cold In-Place Recycling (CIR) across 180,000 square meters of roadway, followed by a 1-lift hot-mix asphalt overlay.

The existing pavement structure included approximately 55 mm of hot-mix asphalt and 720 mm of granular base materials, totaling a pavement structure of 780 mm. The rehabilitation strategy involved CIR to a depth of 125 mm, with a mix ratio of 30% RAP to 70% granular blend. Following the CIR, a 50 mm thick hot-mix asphalt overlay was placed.

The culvert replacements required varying depths of excavation, with some locations requiring up to 10 meters or more. The CIR mix design featured 3.0% asphalt cement injection, along with 0.5% Portland cement active filler inclusion, ensuring a durable and high-performing solution.
