Dr. Steve Cross Honored as the 2025 ARRA Richard E. Lowell President’s Award Recipient

GLEN ELLYN, IL, March 21, 2025 – During the 49th Annual Meeting of the Asphalt Recycling & Reclaiming Association (ARRA), March 4-7, 2025, in Rancho Mirage, California, ARRA honored Dr. Steve Cross for his lengthy and extensive service to ARRA and the recycling and reclaiming industry by naming him as the recipient of the 2025 Richard E. Lowell President’s Award.

Each year, the Richard E. Lowell President’s Award is presented to an individual who has, through long-term involvement, worked to advance the goals of the Asphalt Recycling & Reclaiming Association and to promote the growth and technological advances of the industry. 

ARRA President Jason Wielinski stated, “Dr. Stephen Cross was honored with the Richard E. Lowell President’s Award in recognition of his exceptional technical leadership and unwavering dedication to advancing asphalt pavement recycling technologies throughout his career. As ARRA’s Technical Director for over 11 years, he played a pivotal role in numerous key initiatives, including updating the Basic Asphalt Recycling Manual, developing ARRA construction guidelines, and contributing to the early development of Road Resource.  A lifelong advocate for pavement recycling, Dr. Cross championed its adoption through his academic work long before his tenure as Technical Director. His contributions to the field were recognized in 1999 when he received the Special Recognition Award for Cold In-Place Recycling.”

ABOUT THE ASPHALT RECYCLING & RECLAIMING ASSOCIATION (ARRA):

Incorporated in September 1976, ARRA’s primary function has been to promote the recycling of existing roadway materials through various construction methodologies, to preserve limited natural resources and reduce costs. This ongoing effort continues through education, strategic alliances and partnering at both the industry and agency level.
