Keynote Speaker: David Miller

David Miller is the Managing Director of the C40 Centre for City Climate Policy and Economy.

Mr. Miller was Mayor of Toronto from 2003 to 2010 and served as Chair of C40 Cities from 2008 until 2010. Under his leadership, Toronto became widely admired internationally for its environmental leadership, economic strength and social integration. He is a leading advocate for the creation of sustainable urban economies.

Mr. Miller has held a variety of public and private positions and served as Future of Cities Global Fellow at Polytechnic Institute of New York University from 2011 to 2014. He has an Honorary Doctorate from the University of Waterloo in Environmental Studies, an Honorary Doctor of Laws from York University and is currently Executive in Residence at the University of Victoria. He is the author of ‘Solved, how the great cities of the world are fixing the climate crisis‘, (University of Toronto Press).

David Miller is a Harvard-trained economist and professionally is a lawyer. He and his wife, lawyer Jill Arthur, are the parents of two children.

 

 Dr. Salman Bhutta

Dr. Bhutta is the Principal Engineer and the founding member of Engtec Consulting Inc.  In his current capacity with Engtec, Dr. Bhutta assists contractors, producers and owners in implementing new technologies and processes in their day-to-day activities.  Dr. Bhutta is heavily involved in the areas of cold-in-place recycling, expanded asphalt, forensic engineering, and high-performance hot mix asphalt design and testing.  Dr. Bhutta has extensive experience in development of a wide variety of new material processes including hot mix asphalt, waterproofing membranes, polymer modified asphalt and sealants and the implementation of their applications in the field.  Dr. Bhutta is a recognized expert in the field of forensic engineering as it related to pavement and materials engineering.  Dr. Bhutta also has extensive experience in Heavy Weight Deflectometer testing and analysis, pavement design using mechanistic and empirical pavement design procedures, use of Inertial Profilograph to control smoothness and large-scale multidisciplinary contract administration services.  Dr. Bhutta has authored more than 25 technical papers and over 500 technical reports and presentations in the area of earth and environmental engineering.  Dr. Bhutta is a contributing member of the Canadian Technical Asphalt Association (CTAA) and Asphalt Road Recycling Association (ARRA).


Dr. Andrew Braham

Andrew Braham graduated from the University of Wisconsin with his B.S. and M.S., and from the University of Illinois with his Ph.D.    He worked with Koch Materials Company for two and a half years, and performed a post-doc at Southeast University in Nanjing, China.  He is currently a professor in the Civil Engineering Department at the University of Arkansas, where he has continued to study asphalt emulsions, pavement maintenance and rehabilitation, and sustainability.

 

 Peter Dutchak

Peter Dutchak is the Manager of Transportation Services for the County of Elgin.  Over the past 28 years Peter has worked to maintain the condition of Elgin’s 700km road network utilizing a lifecycle asset management approach and is continuously looking for ways to preserve assets and rehabilitate them in cost effective and sustainable ways.  During his career with the County, Peter has been involved in 50 Cold In-Place Recycling projects totaling 300km including partial depth, FDR, imported RAP FDR and has incorporated various types of resurfacing materials.

 

 David Ford

 David Ford graduated from California State University Long Beach with a degree in Civil Engineering. David has worked in the Engineering division of Pavement Recycling Systems for over three years with a focus on smoothness and Intelligent Paving technology.

 

 Brian Girouard

Brian Girouard is Trimble’s Senior Construction Application Specialist for the Americas Civil Infrastructure Solutions Division.  Brian has over 35 years of experience including mining, civil/survey engineering, heavy construction, 3D machine guidance, technical sales and sales management between North and South America.  Brian’s expertise is 3D Automated Machine Guidance for Milling, Paving and Compaction and has been with Trimble for over 19 years.  Born and raised on the Acadian Peninsula of New Brunswick, Brian is proud of his Acadian heritage.  For the past 21 years, Brian has been a resident of North Las Vegas Nevada where he lives with his wife Darlene, son Dylan and dog Mack.

 

Eddie Johnson 

Ed Johnson is employed by the Minnesota Department of Transportation as a research project engineer.  He holds a PE in the state of Minnesota, and studied civil engineering at the University of Minnesota.  Areas of interest are aggregate roads, asphalt mixtures, and recycled materials.

Stephen Lee

Mr. Lee has worked in both the private and government sectors in the field of infrastructure design, construction, and maintenance for the past 30+ years. Currently, he holds the position of Head, Pavements Section at the Ministry of Transportation Ontario. Prior to joining the ministry, he founded several firms engaged in GHG emissions reduction projects. 

 

 Matt Nayagam

Mat Nayagam is a Technical Manager at The Miller Group and supports teams working with cold-processes, which include milling, pulverizing, base stabilization, tack coat, surface treatment, microsurfacing and slurry seal, and cold-recycling.  Mat has an undergraduate education in Geological Engineering from the University of Waterloo and has worked over 10 years in geotechnical consulting, where he specialized in pavement investigation, materials testing and design. As part of his duties, Mat works closely with Miller’s Materials and Research Laboratory (MRL) to support design, quality control and research efforts for cold-recycled mixes.

 

 Ted Phillips

In 2012 Ted retired from MTO’s Eastern Region after 34 years of employment, the final 22 in the Regional Geotechnical Section for which Pavements were the priority. For Ted's final 10 years he supervised a Team responsible for maintaining the condition of 7000 lane kilometres of Eastern Ontario Freeways and Highways, often utilising recycling techniques as part of our Asset Management processes. Post retirement Ted was asked to establish a section that provided pavement design advice to a number of public and private sector clients by his current employer, McIntosh Perry Consulting Engineers. In those 10 years they have grown to a section that includes a Foundations component, and have upwards of 20 staff, including a Materials Testing Lab in Ottawa. They have also merged with a Geotechnical group from Woodbridge, Ontario and which includes an additional Lab. Ted's wife of forty years- Marie, and him, spend as much time as possible with their 3 sons, their wonderful partners, and to date one grandson and 2 granddogs. In Ted's spare time he enjoys the outdoors camping in their House Trailer, occasionally renting cottages, hiking, canoeing/kayaking, fishing and getting in a few rounds of golf.

 

 Timothy Roemer

Tim Roemer is a lifelong resident of Utica, NY.  He retired from the New York State Department of Transportation in July of 2021 after a 33-year career. He worked in the Region 2 Utica, NY Materials Unit for 32 of those years, holding the position of NYSDOT Regional Materials Engineer in Utica for the last 18 years.  In 2006-07 his involvement in one of NYSDOTs largest pilot HIPR projects helped develop the HIPR specification that now exists in NYS.

Tim now works for Highway Rehabilitation Corporation as a Pavement Preservation Specialist promoting HIPR and aiding DOT and Municipal agencies in all aspects of HIPR.  He also provides HIPR site selection and inspection training.

 

Dan Schellhammer 

Dan Schellhammer is a 2002 graduate of the University of Minnesota where he received a B.S. in Civil Engineering.  Dan is the Vice President of Business Development for Midstate Reclamation and a professional engineer licensed in the state of Minnesota.  Dan is the co-chair of ARRA’s FDR committee, member of NRRA’s Geotechnical and Intelligent Construction Technology teams, and chair of the Minnesota Asphalt Paving Association’s Workforce Development committee.  Dan lives in Prior Lake, MN with his wife, Meghan, and two kids, Lauren (age 12) and Will (age 10).

 

 Mark Stahl

Mark Stahl is Director of Recycling Products for Wirtgen America.  He has led and managed various recycling projects for over 25 years in several locations throughout North America.  These projects include FDR with cement, lime, emulsion and foam; CIR projects with emulsion and foam; and CCPR with emulsion and foam.  His experience comes from both working for a contractor and supporting customers of the Wirtgen Group.

 

 Kimbel Stokes 

Kimbel Stokes is the President of the Asphalt Recycling & Reclaiming Association for the 2022 -2023 term, He is employed as with The Miller Group as General Manager for  the U. S. operations. The Miller Group specializes in pavement recycling techniques such as cold planing and full depth reclamation in 9 southeastern states.  He has over 50 years’ experience in managing civil construction, asphalt paving, recycling, reclaiming, and cold planing throughout the southeastern United States. Kim developed the asphalt mixes and paving techniques utilized on NASCAR and NHRA tracks and serves as a pavement consultant for many of the track owners.
