<description><![CDATA[<h2>Cold Recycling </h2><p><span style="font-size: 14px; font-family: Arial;">The Cold Recycling Committee is pleased to report the successful completion of both the specification database and the <strong><span style="color: #3c9650;">RoadResource.org</span></strong> projects. These accomplishments represent significant collaborative efforts and valuable resources for the industry moving forward.</span></p><p><span style="font-size: 14px; font-family: Arial;">The committee also convened for a virtual meeting this spring, during which members introduced a dedicated safety moment as part of the agenda. To promote ongoing awareness of health, environmental, and safety practices, the committee plans to begin each meeting with a discussion of recent incidents, lessons learned, and important reminders.</span></p><hr /><h2>Cold Planing </h2><p><span style="font-family: Arial;"><span style="font-size: 14px;">The Cold Planing Committee met in April and continues to meet regularly, with additional meetings planned for June and August. During the April meeting, the committee discussed the departure of co‑chair Tom Lenger and the proposed appointment of <strong>Cru Palmer </strong>as the new co‑chair. The committee’s primary focus remains the development of the <strong>Cold Planing Webinar</strong>, with several key milestones already completed and additional deadlines approaching.</span></span></p><hr /><h2>FDR/Soil Stabilization </h2><p><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">The FDR Committee welcomed two new members this reporting period, <strong>Renato Ceccovilli </strong>and <strong>Barry Wilder</strong>, and continues to seek one additional volunteer to fill the remaining open position.</span></span></span></p><p><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">Progress continues on the <strong>Specification Database</strong>, which is advancing toward broader usability and long-term value for the industry. At the same time, <span style="color: #3c9650;"><strong>RoadResource.org</strong></span> is being updated to reflect more current and relevant content supporting FDR practices.</span></span></span></p><p><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">Initial discussions have also begun regarding the development of a <strong>training course for Lab Technicians and Inspectors</strong>, with conversations focused on foundational concepts and potential approaches for delivering effective, industry-aligned education.</span></span></span></p><hr /><h2>Hot In-Place Recycling </h2><p><span style="line-height: 14.98px; font-size: 14px;"><span style="font-family: Arial;">The HIR Committee held a productive in‑person meeting in February 2026, with increased participation from professionals beyond the core committee, strengthening collaboration across ARRA. Leadership updates included <strong>Thomas Colella</strong> being nominated as Chair, <strong>Aaron Hanson </strong>continuing as Co‑Chair, and <strong>Todd Gosner</strong> nominated as an additional Co‑Chair. All content for the HIR video has been finalized, and work is underway on a standardized HIR presentation targeted for completion later in 2026. The committee is also contributing to ARRA’s sustainability initiatives and early planning efforts for the Association’s 50th Anniversary.</span></span><span style="font-size: 14px; font-family: Arial;"></span></p><hr /><h2>Marketing &amp; Membership </h2><p><span style="line-height: 14.98px; font-size: 14px;"><span style="font-family: Arial;">The Marketing &amp; Membership Committee continues to advance initiatives focused on growing membership, increasing visibility of ARRA disciplines, and enhancing member value. Key efforts include the ongoing website redevelopment, completion of discipline‑specific technology flyers and videography projects, and approval of ARRA’s social media policy. The committee is also developing a<strong> Professional Development Hour</strong> (PDH) program and exploring new engagement strategies while beginning early planning efforts for ARRA’s <strong>50th Anniversary celebration</strong> at the<strong> 2026 Pavement Recycling Summit</strong>.</span></span></p>]]></description>

<description><![CDATA[<h2>Cold Recycling&nbsp;Committee</h2>
<p><span style="font-size: 14px; font-family: Arial;">The cold recycling (CR) committee is happy to share that Carl Bierman with Texas A&amp;M Transportation Institute, has become the co-chair and will work along side Mat Nayagam with The Miller Group who has become the chair, with Megan Schuetz stepping down as chair for the committee. The committee is grateful for Megan’s leadership and contribution over the years and wish her success in her future endeavours. The CR committee is happy to share that Ramon Pujol Guim with Astec Industries has joined as a committee member and we look forward to his involvement with the group.<br /><br />Update on current committee projects, the RoadResource.org review project for CCPR is completed and Specification Database project is nearly finalized. Lastly, the committee members voted on awards submission at the ARRA Summit meeting and the winner of ARRA Award for Cold Recycling is Dr. Buss with IOWA DOT, and the winner for the Roads and Bridges Award for Cold Recycling is Southern Avenue in Mesa, Arizona. Congratulations to winners and all submissions for highlighting the growth and benefits of cold recycling technologies.</span></p>

<h2>Cold Planing Committee</h2>
<p><span style="font-family: Arial;">The committee has completed the State Milling Specification spreadsheet and is awaiting other committees to complete their own before proceeding with converting it into a PDF for publishing, etc.<br /><br />We met virtually this January to discuss our primary focus of creating a webinar. We have established meeting dates every other month to ensure we keep our attention on this project and complete the content portion, at a minimum, by the 2026 Pavement Recycling Summit in October.</span></p>

<h2>FDR/Soil Stabilization Committee</h2>
<p><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">A Winter virtual meeting will not be held as the Annual Meeting is just around the corner.&nbsp;&nbsp;<br /><br />The FDR Committee is busy working on the Specification Database. Jessie Boone is leading both the CR and FDR efforts and significant progress has been made. The primary issues have been locating a website version of the specifications. The FDR Committee has also been working on reviewing the RoadResource.org website. The FDR section is nearly completed, and both the Base Stabilization and Soil Stabilization and Modification Sections are well underway. The Review of P207 is still underway for the FAA addressing both Bituminous and Dry Additive specifications.</span></span></span>&nbsp;</p><hr />
<h2>Hot In-Place Recycling Committee</h2>
<p><span style="line-height: 14.98px; font-size: 14px;"><span style="font-family: Arial;">The HIR Committee has conducted several Microsoft Teams meetings to review the content of the automated video currently under development. The committee has reached full consensus on the content and is prepared to move forward to the next phase.<br /><br />At this time, the committee is fully compliant with all pertinent requirements related to the Sustainability Committee. We are continuing to track materials and consumables to ensure proper documentation is available should it be required in the future.<br /><br />Several members of the HIR Committee have expressed interest in participating in a Safety Committee, should the Board decide to establish one.<br /><br />Increasing involvement from engineering firms remains an ongoing priority for the committee. In addition, committee members have actively reached out to County and State officials to encourage their participation in ARRA across all HIR disciplines. We also continue to promote ARRA at all industry events and trade shows attended by committee members.<br /><br />At the most recent ARRA conference, Arron Hansen was unanimously selected to serve as an additional Chair of the HIR Committee. His marketing expertise and fresh perspective are expected to significantly contribute to advancing the committee’s goals.</span></span></p>]]></description>

<description><![CDATA[<h2>Cold In-Place Recycling&nbsp;Committee</h2><p><span style="font-size: 14px; font-family: Arial;">CIR Committee is working towards achieving small milestones on the on-going committee projects.&nbsp;<br /><br />The RoadResource.org webpage review for the CIR pages as concluded as a larger group and a subcommittee has been tasked with finalizing edits that will be shared with Technical Director for comment. Next step will be group review of the CCPR pages.<br /><br />The Specification Database has populated data for majority of the United States and Canadian provinces, next steps will involve screening the entries for missing information, removing not applicable specifications, and discussing how to present the database as it should align with other ARRA committees.<br /><br />CIR Committee intends to meet in late August or early September to provide project updates and highlight key ARRA initiatives such as the Awards, Website and EPD/LCA, and also other industry initiatives, such as the AASHTO Emulsion Task Force.</span></p><hr /><h2>Cold Planing Committee</h2><p><span style="font-family: Arial;">The State Milling Specification spreadsheet is complete. We are working to convert the Excel file to a PDF with a table of contents that is clickable, taking you to the desired state specifications. Additionally, each state has a hyperlink to the specifications website so users can go directly there, if desired.<br /><br />Although progress is slow, we have a rough outline of the future webinar presentation and are working to complete that prior to year end. If anyone has photos of cold planers in action, especially doing unconventional work (i.e. excavation of non-asphalt materials, 3D, Micro-milling, etc.) we’d love to take a look for possible use in this webinar.</span></p><hr /><h2>FDR/ Soil Stabilization Committee</h2><p><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">The FDR and Soil Stabilization committee has been working on the following items:</span></span></span></p><ul><li><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">1 page flyers for NACE and other agency meetings covering FDR and Soil/Base Stabilization.</span></span></span></li><li><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">The Script for some Promotional Videos for FDR and now Soil/Base Stabilization.</span></span></span></li><li><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">We are working on updating the FAA P-207 specifications and have completed several reviews of other agency specifications, such as the Army Corp of Engineers.&nbsp;&nbsp;</span></span></span></li><li><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">Another major effort is to finish the review of RoadResource.org in our discipline areas</span></span></span></li><li><span style="font-size: 14px;"><span style="font-family: Arial;"><span style="line-height: 16.1px; font-family: Arial;">And the creation of a national database of FDR and Soil/Base Stabilization specifications.</span></span></span></li></ul><hr /><h2>Marketing &amp; Membership Committee</h2><p><span style="font-size: 14px; font-family: Arial;">The ARRA Marketing and Membership Committee has advanced key initiatives to strengthen outreach, visibility, and member engagement. Following the committee merger, we’ve worked closely with discipline committees to align efforts and drive results. Highlights include launching a comprehensive social media strategy and content calendar, executing a contract with Loggy Media to produce promotional videos showcasing ARRA technologies (CP, CR, HIR, FDR, SS), supporting the website rebuild with a year-end completion goal, and releasing new PowerPoint presentations and one-page technology flyers. These efforts are helping grow ARRA’s membership, expand business opportunities, and accelerate adoption of technologies.</span></p><hr /><h2>Hot In-Place Recycling Committee</h2><p><span style="line-height: 14.98px; font-size: 14px;"><span style="font-family: Arial;">The storyboard for our upcoming animated video has been completed and submitted to the marketing committee for review. As part of the video development, the committee is actively gathering detailed information on each discipline of Hot In-Place Recycling (HIR), using the BARM as a framework. This includes collecting photos and crafting compelling narratives to effectively communicate the process and its benefits. </span></span></p><p><span style="line-height: 14.98px; font-size: 14px;"><span style="font-family: Arial;"></span></span><span style="font-size: 14px; font-family: Arial;">In parallel, we continue to evaluate and document the current pavement calculator and website content, as they do not yet fully reflect the value, efficiency, and cost-saving advantages of HIR. Additional efforts are underway, including a comprehensive review of the BARM, development of more project-based content, updates to the HIR Checklist, and outreach for new memberships through our vendor network. We're also compiling more success stories to help showcase the proven impact of HIR and further strengthen our promotional efforts.</span><span style="font-size: 14px; font-family: Arial;"></span></p>]]></description>

<description><![CDATA[<p>The Cold Planing Committee has been actively advancing several key initiatives aimed at supporting members, improving technical resources, and expanding industry outreach. Here's a summary of recent progress and upcoming efforts.</p> <p><b>Project Updates</b></p> <p><b>1. Roadresource.org Technical Section Update</b><br /> Comments and proposed revisions have been submitted for the cold planing section on RR.org. The next step is implementing these changes on the live site to ensure content remains accurate and up to date.</p> <p><b>2. 3D Milling One-Pager</b><br /> This resource is now complete and ready for distribution. It provides a concise overview of 3D milling and can be used for both educational and promotional purposes.</p> <p><b>3. State Milling Specifications Database</b><br /> We are in the final stages of compiling a comprehensive database of basic milling specifications from all 50 states. This project is 90% complete and is expected to wrap up before the June Board Meeting. Once finalized, the database will be converted into a PDF with tabbed sections for each state and made available on ARRA and/or RR.org for member access.</p> <p><b>Upcoming Projects &amp; Initiatives</b></p> <p>Looking ahead, the committee will be discussing several exciting initiatives at the upcoming May meeting:</p> <ul style="list-style-type: disc;"> <li><b>Webinar Development</b><br /> Plans are underway to create new webinar content targeting agencies and customers. The theme, <i>“Not Your Momma’s Cold Planing,”</i> will highlight both traditional and innovative applications of cold planing.</li> <li><b>Safety Integration</b><br /> The committee is exploring ways to consistently integrate safety messaging into all future meetings and potentially across ARRA’s digital platforms.</li> <li><b>Social Media Engagement</b><br /> To promote wider information sharing, the committee may begin selecting one document per meeting for members to share via social media channels.</li> </ul> <p>The committee looks forward to continued collaboration and meaningful contributions that benefit both members and the broader pavement preservation community.</p>]]></description>

<description><![CDATA[<h2>Cold Recycling (CR) Committee</h2><p><span style="font-size: 14px;">The CR committee had record attendance at our latest in-person meeting at the ARRA Pavement Recycling Summit in Reno, NV. The collective group discussed engaging in Sustainability Committee efforts as well as initiatives to develop a specification database for ARRA members. Our committee members voted to select the Cold Recycling recognition award winner, Dewey Kennedy from Gilliam County Road Department, nominated by Envi Road. Moving forward, the committee will continue this winter to audit our respective CIR and CCPR content on the RoadResource.org website.</span></p><hr /><h2>Marketing Committee</h2><p><b><u><span style="font-size: 14px;">Executive Summary – </span></u></b></p><p><span style="font-size: 14px;">Marketing Committee Members will be asked to attend a minimum of 50% of our meetings.<span>&nbsp; </span>Attendance and participation are important to complete projects in a timely manner.<span>&nbsp; </span>Attendance and participation will steer future decisions to add new members to the committee or roll a member off the roster.<span>&nbsp; </span></span></p><p><span style="font-size: 14px;">The Marketing Committee continues to work on the development and implementation of strategies to grow the use of ARRA solutions.<span>&nbsp; </span><span>&nbsp;&nbsp;</span>The following areas will remain key focus topics:</span></p><ol><li><span style="font-size: 14px;">“Why ARRA” </span></li><li><span style="font-size: 14px;">Market Outreach</span></li><li><span style="font-size: 14px;">Website content review and enhancement; RoadResource.org and ARRA.org</span></li><li><span style="font-size: 14px;">Sustainability Message</span></li></ol><p><span style="font-size: 14px;"><b><u>Summary – </u></b></span></p><ol><li><span style="font-size: 14px;"><u>Why ARRA</u></span><ol style="list-style-type: lower-alpha;"><li><span style="font-size: 14px;"><u>PPT Review</u> – The committee is working to finalize the ARRA Solution Benefit PPT created by Morgan Barnes (CM Services) which used the Marketing Committee’s initial PPT as guidance. The estimated completion is Q4.</span></li><li><span style="font-size: 14px;"><u>ARRA Benefit Videos</u> – Loggy Media quoted ARRA prices for developing short videos for ARRA technologies that briefly show the ARRA solution and then highlights the benefits of that ARRA solution. The quote and concept will be discussed with the ARRA BOD for possible 2025 budgeting purposes.</span></li></ol></li><li><span style="font-size: 14px;"><u>Market Outreach</u></span><ol style="list-style-type: lower-alpha;"><li><span style="font-size: 14px;"><u>NACE</u> – ARRA continues to engage NACE. We are “actively” searching for volunteers to help promote ARRA at our booth. NACE is on April 14-17, 2025 in Schaumburg, IL.</span></li><li><span style="font-size: 14px;"><u>Electronic Marketing Document</u> – ARRA’s BOD gave Marketing permission to develop a document outlining how member companies can work directly with ARRA/ CM Services to promote industry news. The document will be presented to the BOD for review before being considered for implementation .The goal is to increase the voice for ARRA member companies and equally increase the following for the association.</span></li></ol></li><li><span style="font-size: 14px;"><u>Website Review</u> - RoadResource.org continues being reviewed for accuracy by the core committees and changes are being made .A future overhaul of ARRA.org is being considered by the BOD.</span></li><li><span style="font-size: 14px;"><u>Washington, DC Sustainability</u> – With the election complete, Tracie Taylor/ FP2 can reach back out to the Recycling Caucus soon to identify ways ARRA can support them. We’ll are waiting from feedback from Tracie and Rick Church to identify ways ARRA/Marketing can help meet their needs.</span></li></ol><hr /><h2>Cold Planing Committee</h2><p><span style="font-size: 14px;">We had a great meeting at the Recycling Summit with 27 attendees from 14 companies and 3 agencies!<span>&nbsp; </span></span></p><p><span style="font-size: 14px;">At the Summit, the committee introduced Rick Andreatos from Pavement Recycling Systems who will be taking over as the committee chair in 2025, and added two new members to the committee (Travis McClung with Cat and Tom Lenger with Astec Industries).<span>&nbsp; </span></span></p><p><span style="font-size: 14px;">The committee finalized their update of the cold planing technical section on RoadResource.org and completed work on a 3D milling one-pager (when to use / not to use 3D milling). <span>&nbsp;</span>Those updates will be posted soon.<span>&nbsp; </span>The group is also working on finalizing a database of basic cold planing specifications for all 50 US states.<span>&nbsp; </span>These should be completed in time for the 2025 annual meeting.<span>&nbsp; </span></span></p><p><span style="font-size: 14px;">Over the next several months, the committee will discuss embarking on a new project related to creating a message board, database, or similar structure to share information on members’ 3D resources, equipment availability, best practices, etc. </span></p><p><span style="font-size: 14px;">We thank all of our committee members and attendees for a productive year and look forward to the same in 2025!</span></p><hr /><h2>Sustainability Committee</h2><p><span style="font-size: 14px; line-height: 115%;">The ARRA Sustainability Committee continues to collect project data from all ARRA disciplines as well as from non-member contractors as approved by the ARRA Board at their recent Board meeting in Reno, NV.</span></p><p><span style="font-size: 14px;"><span style="line-height: 115%; font-size: 14px;"></span>Work continues on the development of the LCA for each discipline by ARRA’s partner, WPA.</span></p><p><span style="font-size: 14px; line-height: 115%;">As discussed at the Recycling Summit in Reno, it is not too late to submit data for each discipline, particularly Cold Central Plant Recycling. If ARRA contractors need assistance they can contact co-chair John Rathbun to obtain the worksheet necessary to complete the project data for their specific discipline.</span></p><hr /><h2>FDR Committee</h2><p><span style="font-size: 14px; line-height: 115%;">FDR Committee held a meeting on October 22, 2024 at the Recycling Summit in Reno, NV.<span>&nbsp; </span>The following items were discussed and continue to be worked on:</span></p><ul style="list-style-type: disc;"><li><span style="font-size: 14px;">Anti-Trust Statement</span></li><li><span style="font-size: 14px;">Sustainability participation with WAP – encouraged increased participation.</span></li><li><span style="font-size: 14px;">Asked for everyone to update/check their company information on ARRA.org as RoadResource.org will be using that information to generate leads.</span></li><li><span style="font-size: 14px;">The nomination for the ARRA Special Recognition Award was decided upon and will be awarded to: Terrell Hughes/Mario Simms of Henrico Co VA and was nominated by David Stowell of the SE Cement Promotion Association.</span></li><li><span style="font-size: 14px;">FAA P-207 is being reviewed and comments collected for presentation to the FAA.</span></li><li><span style="font-size: 14px;">FDR section, The Base Stabilization section and the Soil Stabilization and Soil Modification section of RoadResource.org are all being worked on and updated.</span></li><li><span style="font-size: 14px;">Asked for equipment photos, both new and historic.</span></li><li><span style="font-size: 14px;">FDR Brochure has had a few minor edits. The last ones are being worked on for the publisher. Once these last changes are accepted, the brochure will be ready for download. <p><span style="font-size: 14px; font-family: Arial;">The CR committee continues to participate in ARRA’s sustainability efforts to report project data, contribute time to planning the upcoming Pavement Recycling Summit, and support the marketing committee as they make progress for ARRA’s visibility in the industry. While building roads this construction season, the committee is also continuing its work in auditing our respective CIR and CCPR content on the RoadResource.org website. Thus far, this process has been collaborative, serves the diverse ARRA members, and is developing valuable updates to our online resource. </span></p>

    <li><span style="font-size: 14px; font-family: Arial;">The Base Stabilization section of RoadResource.org is now under review. Stan Bland and Andy Johnson are currently working on this task.</span></li>
    <li><span style="font-size: 14px; font-family: Arial;">The Soil Stabilization and Soil Modification section of RoadResource.org is now under review. Phil Belcastro and Stan Bland are currently working on this task. </span></li>
    <li><span style="font-size: 14px; font-family: Arial;">Gave an update on deadlines for Awards submissions and asked committee members for submissions.</span></li>

        of the ARRA solutions. I have used this PPT on a limited basis and received good feedback with the broad overview concepts. Morgan Barnes, who is with CM Services and has a marketing degree, is reviewing the PPT for improvement ideas. Our goal
        is to have this PPT available on ARRA.org for member use.</span></li>
    <li><span style="font-size: 14px; font-family: Arial;">In keeping with the Why ARRA Technology theme, the Marketing Committee is meeting with videography companies to potentially develop a short video for ARRA technologies that briefly shows ARRA solutions and then drills down into the benefits of these

The Marketing Committee will review the totality of the site from a marking lens after the other

    <li><span style="font-size: 14px; font-family: Arial;">The Marketing Committee and the ARRA Board recognizes that arra.org needs an overhaul. The committee is currently looking at different solutions and providers to accomplish this in the near future.</span></li>

<p><span style="font-size: 14px;"><span style="font-family: Arial;">John Morgan, Scott Metcalf, and FP2, along with FP2’s lobbyist, have been able to engage the Recycling Caucus twice now about ARRA solutions.<span>&nbsp; </span>The caucus is charged with finding and developing ways to be more sustainable.<span>&nbsp; </span>We’re
    hopeful that the benefits we’ve shared with them along with some general video will entice their interest more and allow us to have a face-to-face meeting.</span></span><span></span></p>

<p><span style="line-height: 107%; font-size: 14px;"><span style="font-family: Arial;">The Committee is continuing to work through creating a universal power point to represent all disciplines of Hot in Place Recycling. It is a challenging task because of the multiple variations within the processes.</span></span></p>
<p><span style="line-height: 107%; font-size: 14px; font-family: Arial;">The Committee is staying focused and committed to the sustainability narrative. As a team we are all trying to report the required information in the same format and in with a more aggressive time frame.</span></p>
<p><span style="line-height: 107%; font-size: 14px; font-family: Arial;">The effort to have more engineering firm involvement is ongoing and a priority to our committee. Additionally, we all have approached County and State officials to join ARRA for all disciplines of HIR. We all continue to promote ARRA at all shows we attend.</span></p>
<p><span style="line-height: 107%; font-size: 14px; font-family: Arial;">At the mid-year conference, we will be also discussing the possibility of a joint effort on creating an automated video to use during presentations at events that help promote ARRA and the Hot in Place Recycling process.</span></p>

<description><![CDATA[<h2><span style="font-size: 26px;">Cold Recycling (CR) Committee&nbsp;</span></h2>
<p><span style="font-size: 16px;">The CR committee is engaging its membership for various task forces and volunteer opportunities and working to keep our committee friends plugged in with industry activities. We have established a meeting frequency that allows for more progress to be made on committee activities between the Pavement Recycling Summit, and the PPRA Annual Meeting.</span></p>
<p><span style="font-size: 16px;">Most recently, the committee has begun auditing our respective CIR and CCPR content on the RoadResource.org website for updates and revisions. This process will collect input across the committee and provide valuable updates to continue the website’s standing as a leading resource for the industry. Committee support for the ARRA awards continues with better and early awareness for our members.</span></p>

<p><span style="font-size: 16px;"><span style="line-height: 115%; font-size: 16px;">FDR Committee held a meeting on February 21, 2024 at the PPRA annual meeting in Tampa Florida.<span>&nbsp; </span>The following items were discussed and continue to be worked on:</span>

The main topic of discussion was the pavement calculator and how to accurately reflect the benefits of Hot in Place Recycling. All in attendance agreed to form an accurate list of concerns so that we may bring it forward to the Board in June.</span></p>

    expect to see these results in the coming weeks / months.</span></p>
<p><span style="font-size: 16px;">At the previous annual meeting, the committee added two new members – Raleigh Harelson (Astec) and Mark Eiden (CAT)</span></p>

The presentation has been shared with CM Services and Ergon in-house marketing members for feedback.<span>&nbsp; </span>It is the committees’ desire to make the PPT accessible to members on ARRA.org once it’s complete to quickly promote the benefits of ARRA solutions.</span></p><p><span style="font-size: 16px;"><u><strong>Market Outreach</strong></u></span></p><p style="line-height: 106%;"><span style="font-size: 16px;">The Marketing and Membership Committees identified NACE (National Association of County Engineers) and PWX (American Public Works Association) as two national organizations that ARRA should be actively engaging to grow our business opportunities.<span>&nbsp; </span>ARRA will financially support the endeavor when the timing is right.<span>&nbsp; </span></span></p><p style="line-height: 106%;"><span style="font-size: 16px;">ARRA joined NACE as a “Diamond Corporate Member.”<span>&nbsp; </span>With support from CM Services, ARRA gathered some basic exhibitor necessities which included the following:<span>&nbsp; </span>3 pullup banners, a green ARRA branded table cloth, CIR and Cold Planing brochures, BARMs, ARRA branded koozies and field pocket notebooks, and Save the Date Summit postcards. Bruce Wehr and John Morgan attended and exhibited at NACE on ARRA’s behalf.<span>&nbsp; </span>The conference was held April 15-18.<span>&nbsp; </span>Attendance was robust and the ARRA booth received a lot of interest during the first full day of the exhibit hall opening.<span>&nbsp;&nbsp; </span>The next steps will be to determine a strategy to have ARRA become more active in the association by providing needed information such as training and education.<span>&nbsp; </span>Bruce Wehr and Joe Dillon have offered to spearhead this initiative by utilizing existing relationships.<span>&nbsp; </span>The marketing committee also needs to ensure ARRA has all necessary literature to represent all of ARRA’s solutions when exhibiting.<span>&nbsp; </span>ARRA also needs to take advantage of the digital marketing through NACE.<span>&nbsp; </span>CM Services is heading this up and would love to have promotional ideas.</span></p><p style="line-height: 106%;"><span style="font-size: 16px;">The PWX initiative has been temporarily put on hold.<span>&nbsp; </span>This was done because of our limited ability to gain access to quality exhibit locations on the floor in Atlanta.<span>&nbsp; </span>Nearly all the exhibit locations had been filled so we’ll mark the calendar and register much earlier for 2025.</span></p><p><span style="font-size: 16px;"><u><strong>Website Review</strong></u></span></p><p><span style="font-size: 16px;">The core discipline committees are actively review content on RoadResource.org.<span>&nbsp; </span>Opportunities for improvement will be conveyed to CM Services to be changed or discussed as appropriate.<span>&nbsp; </span>Sometimes, Vario must make the change.<span>&nbsp; </span>After these reviews are complete, the marketing committee will look at this site holistically to identify opportunity for improvement (i.e., more marketing than technical). </span></p><p><span style="font-size: 16px;"><u><strong>Training Seminars</strong></u></span></p><p><span style="font-size: 16px;">ARRA would like to begin offering and promoting seminars. Many discussions have been held about the how, when, and where.<span>&nbsp; </span>This is important but we haven’t had any free time to devote to the initiative.</span></p>]]></description>

<title>February 2024 Updates</title>

<description><![CDATA[<h2>Cold Recycling Committee</h2>
<p><span><span style="font-size: 14px;">The Cold Recycling (CR) Committee has welcomed a new Co-Chair, Mat Nayagam- The Miller Group, to it’s leadership. Mat joins previous Co-chair Megan (Yount) Schuetz in representing our members’ perspectives and sharing association direction.</span></span></p>
<p><span><span style="font-size: 14px;">The CR committee has taken on several agenda items this past quarter. The group is making strides to share committee updates and documents with members online as meetings and progress take place, as well as implementing a routine committee meeting schedule. Improvements to the awareness around ARRA committee awards are underway, along with support for contractors in the data collection phase of the Environmental Product Declaration (EPD) efforts. The committee is committed to seeking input from members for upcoming events, webinars, research needs, and industry movements.</span> </span></p>

<h2>Cold Planing Committee</h2>
<p><span style="font-size: 14px;">The ARRA Cold Planing Committee is beginning work on two key projects for ARRA members.&nbsp; The first is a consolidation of milling specifications for US states and Canadian provinces.&nbsp; The committee will determine a list of key components of milling
    specifications &nbsp;relevant to ARRA members.&nbsp; We will then combine these key points into a single database where members can browse them by state or province.&nbsp; The committee is also building a one page document that outlines when and when
    not to employ 3D milling technologies.&nbsp; Many agencies and owners have shown confusion on this topic and the one page document will provide a tool for ARRA members to share with customers as a resource for determining when to consider 3D milling.</span></p>
<p><span style="font-size: 14px;">The committee is also hoping to strengthen participation in annual cold planning award nominations.&nbsp; There have been several years recently where no projects have been nominated.&nbsp; The committee will encourage members to identify these projects
    early on within the construction season in order to document their success while the projects are completed.&nbsp; By doing so, we hope to bring greater attention to the successful projects our members complete and celebrate that success collectively
    as an organization. &nbsp;</span></p>

<h2>Hot In-Place Recycling Committee</h2>
<p><span style="line-height: 107%; font-size: 14px;">Sustainability committee: HIR has 4 active members working on this committee. They have been presenting their findings, collecting materials, and communicating to all within our group. This includes materials for the sustainability calculator to further the processes for LCA’s and EPD’s</span></p>
<p><span style="line-height: 107%; font-size: 14px;">Membership Committee: Continuing to promote ARRA to key prospects mostly consulting firms. Each committee member has been tasked with approaching engineering firms and consultants to further spread the ARRA narrative and increase membership. We also have on HIR member (Joe Dillion) now working on the Membership committee.</span></p>
<p><span style="line-height: 107%; font-size: 14px;">Working on ways to improve our committee meeting topics and attendance. This may include new speakers and data driven results. We are also collecting updated pictures of the processes for the marketing committee (at the request of Steve Cross).</span></p><hr /><h2>Full Depth Reclamation Committee</h2><p><span style="font-size: 14px;">During the October 3, 2023 Committee Meeting, the committee reviewed the following items.</span></p><p><span style="line-height: 115%; font-size: 14px;">The FDR section of the Road Resource Treatment Resource Center was discussed and the need for reviewing the FDR section.&nbsp; Items needed are primarily picture updates.</span></p><p><span style="font-size: 14px;">For the New ARRA member effort – Encouraged the committee attendees to think of possible new members and discussed why a non-member would want to join. Dan Schellhammer explained membership committee efforts that should be able to provide benefits that are attractive to non-member contractors.</span></p><p><span style="font-size: 14px;">An FDR Seminar Toolkit was created and submitted to the Marketing Committee.</span></p><p><span style="font-size: 14px;">A Soil Stabilization Brochure has been finalized and is ready for our membership. The FDR Brochure review had begun and suggested changes are being made and it is nearing completion.</span></p><p><span style="font-size: 14px;">A request was made for membership to provide FDR pics and example projects for both general use by ARRA and for use in success stories. The group was encouraged to work on award nominations and success stories earlier than in the past so that nominations had the required information included at the time of nomination. It was also suggested that all project award nominations should be made into a success stories.</span></p><hr /><h2>Membership Committee</h2><p>The Membership Committee continues to work on three main objectives;</p><p>Retaining current members<br />Increasing ARRA membership<br />Driving value for members</p><p>To retain existing members and attract new members, the membership committee is working with the marketing committee to develop tools that effectively communicate the value and benefits of ARRA membership in the form of a Membership Toolkit.&nbsp; The Membership Toolkit continues to be a work in progress, stay tuned for more information here.&nbsp; To broaden our reach to potential members, the Membership and Marketing committees have proposed to the Board of Directors that ARRA attend the NACE (National Association of County Engineers) Annual Conference and PWX (Public Works Expo) in an effort to promote our organization.</p><p>To help with membership recruitment activity, both committees urge members to reach out to Ali, Tessa or anyone from the Membership Committee with names and contact information for any potential ARRA members.&nbsp; In addition, utilize tools like our two-page flyer with QR code when exhibiting at any local or national events.&nbsp; The QR code will direct prospective members to the ARRA membership web page.&nbsp; It’s important to inform potential Government Agency members that membership in ARRA is FREE.&nbsp; Contact <a href="mailto:alim@cmservices.com?subject=ARRA%3A%20Membership%20Flier%20Request">ARRA Staff</a>&nbsp;for the flier!</p><hr /><h2>Sustainability Committee</h2><p><span style="font-size: 14px;">The ARRA EPD Working Group has been working, in conjunction with our consulting partner, WAP Sustainability Consulting, since the fall of 2023 to develop national average Environmental Product Declarations (EPD) for CIR, CCPR FDR, and HIR.&nbsp;The committee has been meeting every other Monday at 1pm EST to complete their work.</span></p><p><span style="font-size: 14px;">The objective is to collect, develop, analyze, and model the data for the identified life cycle stages for the development of national average Life Cycle Assessments (LCA) and EPDs using the ISO 21930 core Product Category Rule (PCR) for each of aforementioned disciplines.</span></p><p><span style="font-size: 14px;">This work will be performed over a one-year period of time and WAP intends to lay the groundwork with Phase 1 for Phase 2, including development of a software tool. <span></span></span></p><p><span style="font-size: 14px;">We are now in the middle of the data collection stage using worksheets developed by WAP to collect data from the four ARRA disciplines.&nbsp;Phase 1 involves an exhaustive collection of data on every aspect of energy consumption necessary to complete an in-place recycling project, from fuel, water, emulsion, and horsepower of equipment.</span></p><p><span style="font-size: 14px;">The next meeting of the Committee will be February 26, where WAP expects to report on the ongoing data collection and next steps. <span></span>If there are any ARRA contractors that would like to be included in this working group that have not been included up to this point, please let me or others on the Board know as your participation is welcomed and key to our success.&nbsp; </span>How can the engineer do more miles with a reduced budget or an equivalent budget?<span>&nbsp; </span>The presentation highlights the efficiency and sustainability of the ARRA solutions. </span></p><p><span style="font-size: 14px;"><u>Market Outreach</u></span></p><p style="line-height: 106%;"><span style="font-size: 14px;">The Marketing and Membership Committees identified NACE (National Association of County Engineers) and PWX (American Public Works Association) as two national organizations that ARRA should be actively engaging to grow our business opportunities.<span>&nbsp; </span>ARRA is financially supporting the endeavor. </span></p><ul style="list-style-type: disc;"><li><span style="font-size: 14px;">Need – The Marketing Committee needs volunteers to man the booth. NACE is on April 15-18 in Palm Springs, CA.PWX is on September 8-11 in Atlanta, GA. Contact John Morgan if interested.</span></li></ul><p><span style="font-size: 14px;"><u>Website Review</u></span></p><p><span style="font-size: 14px;">The committee has primarily reviewed content on RoadResource.org but also discussed ARRA.org.<span>&nbsp; </span>Opportunities for improvement have been identified, discussed, and then conveyed to CM Services to be changed.<span>&nbsp; </span>Sometimes, Vario must make the change.</span></p><ul style="list-style-type: disc;"><li><span style="font-size: 14px;">Need – We recommend a “task force” be formed to spearhead. We should consider the chairperson from core committees and the Technical Director to ensure accuracy and efficiency. </span><p><span style="font-size: 14px;"><u>Training Seminars</u></span></p><p><span style="font-size: 14px;">ARRA would like to begin offering and promoting seminars.<span>&nbsp; </span>Many discussions have been held about the how, when, and where.<span>&nbsp; </span>Core committees have been asked to help develop training “tool kits.”</span></p></li><li><span style="font-size: 14px;">Need – Contact the committee if you have ideas and you’re passionate about this program.</span></li></ul><span style="font-size: 14px;"></span>]]></description>
