<title>Asphalt Recycling &amp; Reclaiming Association (ARRA) Awards 2025 Special Recognition Winners</title>

<description><![CDATA[<p><span style="font-family: Calibri;">GLEN ELLYN, IL, March 21, 2025- During the 49th Annual Meeting of the Asphalt Recycling &amp; Reclaiming Association (ARRA), March 4-7, 2025, in Racho Mirage, CA, ARRA congratulated three individuals as recipients of the 2024 ARRA Special Recognition Awards.</span></p> <p><span style="color: black; background: white; font-family: Calibri;">Each year, through the ARRA Special Recognition Awards, ARRA recognizes public officials and consulting engineers who have made outstanding contributions to the asphalt recycling and reclaiming industry.&nbsp; Nominations are submitted by ARRA members and the ARRA technical committees review all nominations and select the award winners.&nbsp;&nbsp;</span></p> <p style="line-height: normal;"><span style="font-family: Calibri;">The first recipient was DPW- Henrico County, Virginia as the 2025 Special Recognition Award for Excellence in Full Depth Reclamation. Henrico County, which is located in the Richmond metro area, maintains a road network primarily made up of narrow, deteriorating secondary roads. In response, the team developed an innovative FDRc program that has reclaimed 50 lane-miles with a two-inch asphalt overlay.&nbsp;The program uses a unique procurement process, contracting on an on-call, lump-sum, per mile basis, and encourages paver placement for expedited construction. This cost-effective solution saves $11.75 million compared to traditional reconstruction methods, which typically cost $450,000 to $500,000 per lane-mile.</span><span style="font-size: 14pt; font-family: Arial, sans-serif;"></span></p> <p style="line-height: normal;"><span style="font-family: Calibri;">The 2025 Special Recognition Award for Excellence in Hot In-Place Recycling was presented to Cody Holemo with the Massachusetts Department of Transportation</span><span style="font-size: 14pt; font-family: Arial, sans-serif;"> </span><span style="font-family: Calibri;">for his work on I-90, specifically the Sturbridge to Auburn project.&nbsp;This project covered 10 miles of interstate with an estimated cost of $31 million, including bridge work. With daily traffic of 100K to 130K vehicles and a truck volume of 16-18%, the project had a significant impact on maintaining infrastructure. The original plan was a 2.5” mill and overlay, with an additional 1.5” mill and fill to address transverse cracking.&nbsp; However, the team revised the plan to replace the 1.5” mill and fill with 2” Hot In-Place Recycling for improved efficiency and longevity. In Year 1, they completed the eastern half of the project, approximately 5 miles and 75,000 square yards.&nbsp;This project showcases innovation and cost-effectiveness in maintaining critical infrastructure.</span></p> <p style="line-height: normal;"><span style="font-family: Calibri;">The final receipt was Dewey Kennedy, Roadmaster, with Gilliam County Road Department (GCRD) for the 2025 Charles R. Valentine Award for Excellence in Cold Recycling. </span><span style="font-family: Calibri;">Since 2010, GCRD has paved over 115 miles of roads in north central Oregon, with 70 miles of those being 100% Recycled Asphalt Pavement (RAP). They pioneered the use of ODOT RAP from I-84, addressing challenges like developing a VOC-free emulsion and creating a mix design that could withstand the heavy traffic from wind farms and harvest vehicles. The roads placed in 2010 are still in service, requiring only chip seal maintenance.&nbsp;</span></p> <p style="line-height: normal;"><span style="font-family: Calibri;">GCRD's efforts have led to significant cost savings — $38,000 in mix costs and $144,000 in transportation costs for every 2,000 tons of mix produced. This innovative approach has allowed the county to complete projects that would have been otherwise out of reach. While other counties converted old pavements to gravel, GCRD transformed gravel into high-performing CCPR pavements.&nbsp; Mr. Kennedy, the longest-serving County Roadmaster in Oregon, has been key to the acceptance of CCPR, not only in Gilliam County but also in surrounding and out-of-state counties.&nbsp;</span></p> <p><b><span style="font-family: Calibri;">ABOUT THE ASPHALT RECYCLING &amp; RECLAIMING ASSOCIATION (ARRA):</span></b></p> <p><span style="font-family: Calibri;">Incorporated in September 1976, ARRA’s primary function has been to promote the recycling of existing roadway materials through various construction methodologies, to preserve limited natural resources and reduce costs. <title>ARRA and Roads&amp;Bridges Magazine Recognize 2025 Recycling Award Winners</title>

<description><![CDATA[<p style="line-height: normal;"><span style="font-size: 12pt; font-family: 'Times New Roman';">GLEN ELLYN, IL, March 21, 2025 – During the 49th Annual Meeting of the Asphalt Recycling &amp; Reclaiming Association held March 4-7, 2025, in Rancho Mirage, CA, the recipients of the ARRA/Roads&amp;Bridges Recycling Awards were recognized.</span></p> <p style="background: white; line-height: normal;"><span style="color: black; padding: 0in; font-size: 12pt; font-family: Calibri; border: 1pt none windowtext;">Two awardees were named as ARRA / Roads &amp; Bridges Recycling Award winners this year, and two honorees were present to be recognized during this year's Annual Meeting.</span></p> <p style="line-height: normal;"><span style="font-size: 12pt; font-family: Calibri;">ARRA /Roads &amp; Bridges Hot In-Place Recycling Award was presented to the City of Colorado Springs for their Heater Repaving project completed in 2024. This project utilized the existing 2C Program funding and saw nearly 80,000 square yards of full-width milling and Hot In-Place Recycling, as well as over 6,700 tons of new HMA pavement placed on two separate arterials in the city. Cutler Repaving teamed up with Kiewit Infrastructure, Continental Milling, SafeGuard Traffic Control, and RoadSafe Traffic Systems to deliver this key project for the Public Works Operations &amp; Maintenance Division. It was a well-publicized example of the kind of Capital Improvement Program project completed under the 2C Program, which voters will again be asked to support in 2024 for an additional ten years.</span></p> <p style="line-height: normal;"><span style="font-size: 12pt; font-family: Calibri;">This project demonstrated the power of the 2C Program, showing the public how their tax dollars are being used effectively. CAPA played an instrumental role in helping to campaign for the program’s passage, with donations from local CAPA members like Kiewit Infrastructure, Martin-Marietta Materials, and Schmidt Construction.</span></p> <p style="line-height: normal;"><span style="font-size: 12pt; font-family: Calibri;">The ARRA/Roads &amp; Bridges Award for Cold Recycling went to the rehabilitation project on CKL Road 49, a major 2-lane arterial road that provides access to Bobcaygeon, Ontario. This 17.9-kilometer project involved 13 culvert replacements and Cold In-Place Recycling (CIR) across 180,000 square meters of roadway, followed by a 1-lift hot-mix asphalt overlay.</span></p> <p style="line-height: normal;"><span style="font-size: 12pt; font-family: Calibri;">The existing pavement structure included approximately 55 mm of hot-mix asphalt and 720 mm of granular base materials, totaling a pavement structure of 780 mm. The rehabilitation strategy involved CIR to a depth of 125 mm, with a mix ratio of 30% RAP to 70% granular blend. Following the CIR, a 50 mm thick hot-mix asphalt overlay was placed.</span></p> <p style="line-height: normal;"><span style="font-size: 12pt; font-family: Calibri;">The culvert replacements required varying depths of excavation, with some locations requiring up to 10 meters or more. <p style="background: white;"><span style="color: black; font-size: 11pt; font-family: 'Calibri Light', sans-serif;">Jason Wielinski, Asphalt Institute, was reelected as President of ARRA. Wielinski is a Regional Engineer with the Asphalt Institute. <span>&nbsp;</span>ARRA also reelected
    officers that include Vice President Bryan Ray, Alpha Milling Company and Secretary/Treasurer Mark Stahl, Wirtgen Group. Jonathan Pease, RockSolid Reclamation &amp; Stabilization, will continue to serve as Past President.</span>

Valentine Award for Excellence in Cold Recycling. Fox is the Chief Maintenance Engineer for District 9 where he has been instrumental in promoting and coordinating training for new, cost-effective treatments to enhance road performance throughout the Caltrans District 9 network. He has been in this role for more than two decades and was among the first in the state to embrace recycling and incorporate it into the long-term maintenance strategy of the district. Since 2011, Fox has scoped cold in-place recycling on 17 separate projects, totaling over 300 lane-miles in CIR for the state. This includes using CIR on over 150 lane miles of U.S. Route 395 which runs the entire length of California, through the Mojave Desert and up through the Sierra Nevada mountains before crossing into Nevada. Fox is considered one of the experts on CIR within the agency and pioneers successful maintenance strategies for CIR projects in the state such as consistent fog seal two to three years after CIR completion.</span></p> <p><span style="font-family: Calibri;">The 2024 Special Recognition Award for Excellence in Full Depth Reclamation was presented to Kit Black with the Texas Department of Transportation Amarillo District. </span><span style="font-family: Calibri;">For more than a decade, Black has worked tirelessly to promote recycling processes in Amarillo TXDOT district as well as TXDOT statewide. From 2009 to 2015, only one project in the entire state of Texas was using FDR with asphalt binder, and that was US 83 in the Amarillo District. Due to the success of this project led by Black, there have now been more than a dozen projects constructed state-wide. The Amarillo District continues to use FDR on projects including two projects this year on US 60. Black has also supported other types of roadway recycling including two cold in place recycling projects for TxDOT. In addition, and with guidance from him, the Amarillo District is one of the only five districts that have let multiple cold central plant recycled RAP projects. </span></p> <p><span style="font-family: Calibri;">Finally, Black has shown great willingness to try new approaches even within the established FDR process.<span>&nbsp; </span>The Amarillo District was the first in Texas to perform asphalt FDR on virgin placed base&nbsp;</span><span style="font-family: Calibri;">material, and was the first to utilize High Yield Emulsion in asphalt FDR, which is now commonly used for FDR in Texas, and was included in TXDOT’s most recent FDR spec.</span></p> <p style="background: white;"><span style="color: black; font-family: Calibri;">The final receipt was Scott Meinders, P.E., County Engineer for Winnebago County, Iowa, for the Special Recognition for Excellence in Hot In-Place Recycling. </span><span style="color: black; font-family: Calibri;">Winnebago County did their first cold in place recycling project in 1994 with 78 miles being recycled and 25 miles being double recycled. County Road R74 was first paved in 1962 and had been overlaid several times over the years and was about nine to 10 inches thick of full-depth asphalt. In 2020, the spring weather brought some curious surface failures, and several locations were milled and patched and this was required again in 2022 with other similar projects. During the patching, Meinders noticed that the layer beneath the surface seemed quite sound and the surface was crumbling and delaminating from the layer below. Partnering with ARRA member Dustrol Inc on their first hot in place recycling project, the county needed to find a solution between major rehabilitation and surface treatments. by Tom Kuennen, courtesy of FP<sup>2</sup>.</span></i></td></tr></tbody></table><p>&nbsp;</p><p>GLEN ELLYN, IL, March 22, 2023 – During the 48th Annual Meeting of the Asphalt Recycling &amp; Reclaiming Association (ARRA), February 27-March 3, 2023, in Litchfield Park, Arizona, ARRA congratulated three individuals as recipients of 2022 ARRA Special Recognition Awards.</p><p> Each year, through the ARRA Special Recognition Awards, ARRA recognizes public officials and consulting engineers who have made outstanding contributions to the asphalt recycling and reclaiming industry.&nbsp; Nominations are submitted by ARRA members and the ARRA technical committees review all nominations and selects the award winners.&nbsp;&nbsp;</p><p>The first recipient was Tony Hinkle, formerly of Morgan County, Indiana, for the 2023 Charles R. Valentine Award for Excellence in Cold Recycling. Waverly Park Road is an old state route just outside of the metropolitan area of Indianapolis. As the county engineer, in order to preserve the pavement structure for the long term as a county road, Hinkle reached out to have the pavement section sampled to potentially be recycled. The sampling found an average of 5 inches of asphalt pavement of good-condition concrete. Hinkle took a calculated risk in electing to perform a 4 inch cold in-place recycling treatment which is a novel technology for counties in the area. In the course of four CIR production days, 4.5 miles of pavement were rehabilitated with ARRA Member the Dunn Company acting as the CIR Subcontractor. </p><p>The 2023 Special Recognition Award for Excellence in Full Depth Reclamation was presented to Scott Leach, Superintendent of Dundee Public Schools Board of Education in Dundee, Michigan. The new Dundee High School opened in fall of 2001 and since then, the parking lots had been neglected with minor maintenance over the last twenty years. There were improvements planned to begin in 2020 on the Craig Family Athletic Complex which also included parking lot improvements. The initial scope was for a complete removal and replacement of poor areas, however, the Dundee School Board realized that there must be a more cost-effective solution. In 2018, they contacted Asphalt Materials and met with Scott Assenmacher who provided them information on Full Depth Reclamation and used the calculators on Roadresource.org to review the conventional approach and the preservation and recycling approach. Dundee High School was able to recognize a cost savings of nearly $490,000 while increasing the overall structural number by 0.52 by selecting a recycling approach. Because the parking lot is used for the public high school, the window of construction was limited to avoid work while school was in session. Going with the recycling approach allowed a time savings of at least two weeks.  </p><p> The final receipt was John Riherd, Engineer for Butler County, Iowa, for the Special Recognition for Excellence in Hot In-Place Recycling. Starting in the 90s, Butler County started doing cold in-place recycling. At this time, 90% of the county roads have been cold in-place recycled. Over the years, the layers of CIR rose higher and higher. Butler County wanted to look for an alternative plan but wanted to leave the CIR section alone. In 2021, they tried hot-in place recycling for the first time. They focused on the 3 inch cap because that was where the wear was. To restore the cross-section before the in-place recycling, they milled a nominal ¾ inch to one inch. The RAP from the process would be used in the new cap. The surface was to be hot in-place recycled to a depth of 2 inches. Over the years, Essex served on committees, the Board of Directors, and most recently chaired the Semi-Annual Meeting for almost 10 years. Essex exemplifies what a dedicated individual and volunteer is to not only ARRA but also the industry.</p><p>&nbsp;This award will honor a dedicated and outstanding leader for their immeasurable contributions in volunteerism and service to the asphalt recycling and reclaiming industry and more specifically to ARRA. The Essex Excellence of Achievement Award will be awarded periodically at the discretion of the ARRA Board of Directors.&nbsp; </p><p>  During his term with ARRA, Essex exemplified the meaning of contribution, commitment, and excellence. He tirelessly made improvements to ARRA enhancing member experience and optimizing value. As an example, his leadership brought ARRA to new heights by redefining our Pavement Recycling Summit, formally the Semi-Annual Meeting, program. Essex dedicated nearly 10 years of his tenure to continuously improve the Pavement Recycling Summit by attracting the best speakers at new and exciting venues.  </p><p>Essex was also instrumental in the development of Roadresource.org. He envisioned an interactive platform where users could learn everything there is to know about ARRA, the International Slurry Surfacing Association (ISSA) and the Asphalt Emulsion Manufacturers Association (AEMA) processes. Photo by Tom Kuennen, courtesy of FP<sup>2</sup>.</i></span></td></tr></tbody></table><p>&nbsp;</p><p><span style="font-family: Arial; font-size: 16px;">GLEN ELLYN, IL, March 9, 2022 – During the 47th Annual Meeting of the Asphalt Recycling &amp; Reclaiming Association (ARRA), February 22-25, in La Jolla, California ARRA congratulated three individuals as recipients of 2022 ARRA Special Recognition Awards.</span></p><p><span style="color: black; background: white; font-family: Arial; font-size: 16px;">Each year, through the ARRA Special Recognition Awards, ARRA recognizes public officials and consulting engineers who have made outstanding contributions to the asphalt recycling and reclaiming industry.&nbsp; Nominations are submitted by ARRA members and the ARRA technical committees review all nominations and selects the award winners.&nbsp;&nbsp;</span></p><p><span style="font-family: Arial; font-size: 16px;">The first recipient was Mike Ristic, P.E., California Department of Maintenance District 8, for the 2022 Charles R. Valentine Award for Excellence in Cold Recycling. As Branch Chief, Ristic has been instrumental in promoting and coordinating training for new, cost-effective treatments to enhance road performance throughout the Caltrans District 8 network.&nbsp; Ristic’s emphasis on implementing cold in-place recycling has helped Caltrans rehabilitate asphalt roadways through the district, while meeting the state’s goal of reducing the carbon footprint. Using CIR, District 8 has also been able to minimize user delays and reduce wear and tear on the roadway network during construction.&nbsp; </span></p><p><span style="font-family: Arial; font-size: 16px;">The 2022 Special Recognition Award for Excellence in Full Depth Reclamation was presented to Saul Romero, Texas Department of Transportation- Odessa District. Romero has been a strong advocate for the use of emulsion-based Full Depth Reclamation (FDR) treatments to strengthen road bases long term. In the early 2000s, FDR was not very common in Texas, and they virtually stopped using this treatment with only one project being laid between 2010 and 2015. Knowing the benefits of FDR, Romero embarked on a journey to promote its performance, cost and environmental benefits among fellow engineers and other TxDot-Odessa District personnel. Under his leadership, the TxDot-Odessa District has been able to reintroduce FDR as a worthwhile solution for more durable roads within the Texas Market. Romero was lead engineer for four FDR Projects since 2015.</span></p><p style="background: white;"><span style="color: black; font-family: Arial; font-size: 16px;">The final receipt was Lindsey Chieduko with the City &amp; County of Denver for the 2022 Special Recognition for Excellence in Hot In-Place Recycling. </span><span style="color: black; font-family: Arial; font-size: 16px;">The Citywide Hot In-Place Recycling and Repaving project was the largest asphalt paving project in Colorado completed in the 2020/2021 construction season. There were approximately 130 lane-miles resurfaced which treated over 910,000 square yards of city streets, incorporating nearly 63,000 tons of HMA, while recycling 50,000 tons of existing asphalt pavement. This project was a</span><span style="color: black; font-family: Arial; font-size: 16px;"> continuation of Denver’s decades-long Hot In-Place Recycling program, which utilizes this Pavement Preservation technique to resurface large amounts of City streets, while devoting budget/resources to other infrastructure projects.</span></p><p><span style="font-family: Arial; font-size: 16px;">&nbsp;</span></p><p><span style="font-family: Arial; font-size: 16px;"><b>ABOUT THE ASPHALT RECYCLING &amp; RECLAIMING ASSOCIATION (ARRA):</b></span></p><p><span style="font-family: Arial; font-size: 16px;">Incorporated in September 1976, ARRA’s primary function has been to promote the recycling of existing roadway materials through various construction methodologies, to preserve limited natural resources and reduce costs. <description><![CDATA[<p><span style="font-family: Arial;">GLEN ELLYN, IL, February 23, 2021 – During the 46th Annual Meeting of the Asphalt Recycling &amp; Reclaiming Association (ARRA), held virtually, February 15-18, 2021, ARRA congratulated two individuals as recipients of 2021 ARRA Special Recognition Awards.</span></p> <p><span style="color: black; background: white; font-family: Arial;">Each year, via the ARRA Special Recognition Awards, ARRA recognizes public officials and consulting engineers who have made outstanding contributions to the asphalt recycling and reclaiming industry.&nbsp; Nominations are submitted by ARRA members and the ARRA technical committees review all nominations and select the award winners.&nbsp;&nbsp;</span></p> <p style="background: white;"><span style="color: black; font-family: Arial;">The first recipient recognized was Jeremy Ciesiel, P.E., Ogle County, Illinois, the winner of this year’s </span><span style="color: black; font-family: Arial;">Charles R. Valentine Award for Excellence in Cold Recycling.</span><span style="color: black; font-family: Arial;">&nbsp;&nbsp;Ciesiel </span><span style="color: black; font-family: Arial;">has a long history of being the go-to resource for recommendations and candidate selection for recycling and reclamation, including Cold In-Place Recycling in Ogle County.&nbsp; Since the mid-1990s, CIR has been an important part of Ogle County’s toolbox, including their most recent project on Deer Path Road, a rural highway in Rockvale Township. The road was exhibiting cracking, shoulder cracking and falling edges. With Ciesiel’s leadership, after collecting samples to identify the cause of the cracking and determine the thickness of the underlying pavement and base, the project was set to begin. The CIR project on Deer Path Road saved an estimated $200,000, reduced emissions by 80%, and saved an estimated two days of construction, which allowed residents to return to traffic quickly.</span></p> <p style="background: white;"><span style="color: black; font-family: Arial;">The 2021 Special Recognition Award for Excellence in Full Depth Reclamation was presented Monica Flournoy, P.E., State Materials Engineer, Georgia Department of Transportation for her leadership in implementing GDOT’s Standard Specification Section 315 “Cement-Stabilization Reclaimed Base.”&nbsp; </span><span style="color: black; font-family: Arial;">In 2004, Section 315 began its Special Provision 101 as a cost saving option to reconstruct Moody Bridge Road in Long County. Between 2004 and 2018, the specification had been revised several times, however, FDR’s status was a special provision, rather than a standard specification, which ultimately limited its application on high volume routes and inhibited its applications for counties and private work. Being an advocate of innovation, with the help of her staff, she has been actively involved in the on-going development of the standard specifications to fully suit GDOT’s needs. This implementation allows for FDR on GDOT projects and it now allows municipalities to include FDR in their projects without developing their own set of specifications. Valentine Award for Excellence in Cold Recycling.</span><span style="color: black;">&nbsp;&nbsp;</span><span style="color: black;">Under Kelley’s careful watch, the Los Angeles County Department of Public Works Transportation Division became an incubator for new ideas, products and processes.<span>&nbsp; </span>Test sections were placed and samples were tested in the lab.</span><span style="color: black;"><span>&nbsp; </span></span><span style="color: black;">County staff spent years of attention to understand product capabilities before adopting or suggesting specification changes.<span> </span></span><span style="color: black;"><span></span></span></p>

            <td colspan="2"><span style="color: black;"><span>&nbsp;</span>Also, under Kelley’s leadership, the County created a world class public information campaign focused on educating the taxpayers, elected officials and other agencies on the benefits of preservation, recycling and reclamation through public ads, print materials and their Road Stewardship website.<span>&nbsp; </span>Additionally, the County created a three-pronged approach:<span>&nbsp; </span>re-utilize existing materials in place, use recycled materials in treatment selections and take care of their roads that are in good condition.<span>&nbsp; </span>This cost-effective, sustainable approach has become a model for other agencies.</span><span style="color: black;"><span>&nbsp; </span></span></td>

            <td>&nbsp;<span>SCDOT had previously considered other CIR or bituminous stabilization projects, but due to funding and planning complications, the projects were not feasible.<span>&nbsp; </span>Kline was critical in promoting the idea of these alternative treatments and stabilizers to extend the Departments’ maintenance funds.<span>&nbsp; </span>When the project was let to contract, one contractor suggested a value engineering proposal.<span>&nbsp; </span>The concept was to recycle the top eight inches of structure with a foamed asphalt additive, widening in the same operation and completing the project with the planned two lifts of asphalt overlay instead of patching, widening, milling and overlaying with two lifts of asphalt.<span>&nbsp; </span></span></td>

            <td colspan="2">&nbsp;<span>Kline took the lead in finalizing the specification.<span>&nbsp; </span>She used a Virginia DOT specification as a baseline and made appropriate adjustments for South Carolina.<span>&nbsp; </span>During construction, Laura scheduled tours of the jobsite because this was such a new process for SCDOT.<span>&nbsp; </span>Kline’s leadership made the project a success and created opportunities for this process in South Carolina going forward.<span>&nbsp; </span></span></td>

            <td colspan="2">&nbsp;The next special recognition award went to Rebecca Embacher, Advanced Materials and Technology Engineer, Minnesota Department of Transportation as the winner of the 2020 Award for Excellence in Cold Planing. Embacher <span style="color: black;">recognized the potential value and waste reduction that could be gained through the 3D milling process.&nbsp; For two years, her agency conducted testing on the 3D milling process which eventually led to her development of a new 3D milling specification.&nbsp; The specification allowed the industry to showcase not only the tight tolerances that the 3D milling system can provide, but also used technology to remotely verify milling depths in real-time.&nbsp;&nbsp;</span></td>

            <td colspan="3">&nbsp;<span style="color: #000000;">As a result of the testing and eventual specification, MnDOT let its first project with the new 3D milling specification in December 2018.&nbsp; The project included 509,591 square yards of “Mill Bit Surface (Special)” on Interstate 90 between Blue Earth and Fairmont, Minnesota.&nbsp; The first half of the project was successfully completed in 2019 and will be completed in the spring of 2020.&nbsp; The team was able to exceed the tolerance requirements in the specification and transmit milling performance data to the cloud in real-time.&nbsp; This allowed our recipient and her team to monitor the progress of the project from their office more than 2 hours away.</span></td>

            <td colspan="2"><span>The final ARRA special recognition award went to Bill Conklin, Road Commissioner, Ingham County, Michigan Road Department, as the winner for the 2020 Award for Hot In-Place Recycling. The Ingham County Road Department (ICRD) maintains all of the 1254 miles of county roads outside of the cities in Ingham County including roads in Meridian Township just east of East Lansing, a residential and commercial community of approximately 43,000 population.&nbsp;Okemos Road, running north-south through most of Meridian Township and one of the community’s more heavily used main roads, underwent milling and resurfacing with Hot In Place Recycling (HIPR) between the milling and resurfacing steps in 2019.&nbsp; Due to road conditions and budget constraints, ICRD has continually sought and implemented various innovative means of road recycling and improvement to optimize use of a limited budget.&nbsp;</span></td>

            <td colspan="3">&nbsp;<span>ICRD has used HIPR with desired results for the last 10 years on both residential and main roads.&nbsp; Typically, roads are milled to a 1 to 3 inch depth depending on existing pavement thickness, the pavement left in place undergoes HIPR, and new hot asphalt of the same thickness as that milled out is replaced in one or two courses.&nbsp; ICRD has found HIPR typically costs about half to 75% or the equivalent depth of additional milling and new asphalt paving.</span></td>

Valentine Award for Excellence in Cold Recycling.&nbsp;&nbsp;He has led the efforts for Virginia’s I-81 In-Place Recycling Project, which incorporated cold planing, cold recycling, both in-place and cold central plant, and full-depth reclamation. He was instrumental in VDOT’s construction of three test sections at the NCAT test track which incorporated both CCPR and FDR. He has also participated in revising the use guidelines for cold recycled materials in VDOT’s Materials Division Manual of Instructors for Pavement Design. Brian will be presented with his plaque in June at the Virginia Pavement Research &amp; Innovation Symposium.</span></p><p style="background: white;"><span style="color: black; font-family: Arial;">The 2019 Award for Excellence in Soil Stabilization went to Tom Soucy, Deputy County Engineer for the Cass County, ND, Highway Department.&nbsp; Soucy partnered with Jonathan Pease, ARRA Vice President, in the presentation of the ARRA regional seminars in North Dakota. Soucy has helped advance the use of soil stabilization both in his county and throughout the midwest.&nbsp; Since 2012, Cass County, North Dakota, has completed more than 1.4 million square yards of soil stabilization, with more than half a million square yards in 2017 alone.&nbsp; Over the year, Cass County has continued to improve its soil stabilization specification and partner with our industry to provide a more consistent, higher-performing stabilized layer. In 2016, Cass County hosted one of two regional ARRA In-Place Recycling &amp; Reclaiming Seminars, leading to the development of several in-place recycling projects in North Dakota, South Dakota, and Minnesota.&nbsp; In 2017, Soucy also presented on soil stabilization at another regional seminar in Dickinson, North Dakota.&nbsp;</span></p><p style="background: white;"><span style="color: black; font-family: Arial;">Next, ARRA recognized&nbsp;Duane Alverson, County Engineer, Lake County Highway Department, as the recipient of the 2019 ARRA Award for Excellence in Full-Depth Reclamation.&nbsp;After attending an LTAP conference and seeing&nbsp; a presentation on full-depth reclamation, Alverson was motivated to try adding emulsified asphalt for their next FDR project.&nbsp; The Clay Street project stretches 3.2 miles and reclaims more than 45,000 square yards of existing asphalt and aggregate base.&nbsp; Implementing FDR with asphalt emulsion is estimated to cost the same as their previous technique of crushing, shaping, and overlaying but will not require them to raise the elevation of their existing road.&nbsp;</span></p><p style="background: white;"><span style="color: black; font-family: Arial;">The final special recognition award went to Jim Rollins, Director of the Department of Public Works in the town of Winchester, Connecticut, as the winner of the 2019 Award for Excellence in Hot In-Place Recycling. Rollins took a common sense and aggressive approach to learning about hot in-place recycling and other ARRA recycling methods, visiting many job sites across Connecticut and speaking to engineers and other public works officials to see what methods would work best in his town.&nbsp; In July of 2018, Rollins partnered with Garrity Asphalt Reclaiming to start a 68,000 square yard hot in-place recycling project for the town of Winchester, Connecticut. Lowell President’s Award.</span></p> <p><span style="font-family: Arial;">Each year, the Richard E. Lowell President’s Award is presented to an individual who has, through long term involvement, worked to advance the goals of the Asphalt Recycling &amp; Reclaiming Association and to promote the growth and technological advances of the industry.&nbsp; With his long involvement in ARRA, serving in almost every position available including a term as president, and currently serving as ARRA's Government Relations Committee Chair, and his long tenure in the industry, ARRA President Darren Coughlin noted that Rathbun is an obvious choice for this award.</span></p> <p><span style="font-family: Arial;">During the Recognition Dinner, former ARRA Presidents Patrick Faster, Gallagher Asphalt Corporation, and Mike Polak, Recon Construction Services Inc., spoke to Rathbun's unwavering service to the association and the industry.&nbsp; </span></p> <p><span style="font-family: Arial;">Rathbun is the Vice President, Sales, at Cutler Repaving, where he has been employed since 1977.&nbsp; He holds a Bachelor’s degree from the University of Kansas.</span></p> <p><span style="font-family: Arial;">&nbsp;</span></p> <p><span style="font-family: Arial;"><b>ABOUT THE ASPHALT RECYCLING &amp; RECLAIMING ASSOCIATION (ARRA):</b></span></p> <p><span style="font-family: Arial;">Incorporated in September 1976, ARRA’s primary function has been to promote the recycling of existing roadway materials through various construction methodologies, to preserve limited natural resources and reduce costs.
