Update of ARRA Technical Director Activities

The latter half of 2017 has been quite busy for ARRA Technical Director Stephen A. Cross as he’s taken the lead in providing information for the treatment resource center areas pertaining to ARRA disciplines for the new PPRA website. At the recent 2017 ARRA Semi-Annual Meeting, Cross previewed these areas to each Committee on Recycling Education Technical Subcommittee, gathering committee input and recommendations for the website that will debut for members at the upcoming 2018 AEMA-ARRA-ISSA Annual Meeting.
In addition, the success of the 2017 ARRA Semi-Annual Meeting was accomplished with considerable efforts by Cross who was instrumental in securing the funding from FHWA that allowed many agency personnel to attend. Agency attendance nearly quadrupled from last year’s meeting. Looking forward, Cross is also working with Virginia DOT to plan the next Semi-Annual Meeting where we would visit the I-64 project and get an update on the NCHRP 9-62 project.
Cross also attended the AASHTO TSP2 Midwest Pavement Preservation Partnership meeting in Traverse City, MI August 28-30, and spoke at the Oklahoma County Engineers meeting October 25. He met by conference call in October with Jon Epps of Texas A&M, Bill Schiebel of Colorado DOT, Everett Crews and Mike O'Leary of Ingevity and others to continue our ARRA western states in-place recycling conferences. A conference is planned for the fall of 2018.
Among other ARRA-related activities, Cross is working with a group of international researchers that submitted a proposal to the International Union of Laboratories and Experts in Construction Materials, Systems and Structures (RILEM) for formation of a Technical Committee on Multiphase Characterization of Cold Bitumen Emulsion Materials. He will represent ARRA working on cold bituminous emulsion mixtures.
He has represented ARRA, along with Jason Wielinski, as a member of the MnDOT National Road Research Alliance (NRRA) which is the pooled fund study for the MnROAD project, and attended and spoke at their pavement conference in May.
And in addition, with Todd Thomas, Cross is representing ARRA on the AASHTO TSP2 Emulsion Task Force (ETF) where they have:
- Developed a mix design procedure for CIR with emulsified asphalt that has been approved by AASHTO as provisional procedures and specifications, PP 88-17 and MP 31-17, respectively.
- Started work on developing a mix design procedure and specification for FDR with emulsion for submittal to AASHTO for publication. A procedure for foam will follow.
- Been tasked with developing best practice guidelines for in-place recycling using emulsified asphalts
- Been tasked with developing construction QC guidelines for in-place recycling using emulsified asphalts.
